He retired in 1991 and moved to Palm Beach, Fla., where he served as executive director of the Florida International Affairs Commission. He graduated from St. Olaf College in Minnesota and later received an M.A. Overseas, Perkins served as a counselor for political affairs in Accra, deputy chief of mission in Monrovia, and he was appointed as ambassador to Liberia, South Africain the final days of apartheidthe United Nations, and finally Australia before retiring as a career minister in 1996.
